Springfield, IL (CAPITOL CITY NOW) – A local organization is speaking out after one of two people accused in the death of Earl Moore, Junior three years ago was spared from time in prison.

After pleading guilty to Involuntary Manslaughter, Peter Cadigan was given two years of probation along with community service.

And the Springfield NAACP chapter says that “raises significant concerns about accountability, equity, and public trust” related to systems designed to serve and protect.

Cadigan and Peggy Finley are accused of causing Moore’s death based on him being placed face down on a stretcher as he was being placed in an ambulance.

We believe this perspective contributes to an important community conversation regarding justice, emergency medical response, and the value of every human life,” said the chapter.

Finley is scheduled to go back to court in August.
